But apparently, I was one of the only ones concerned because I saw dozens of drivers making their way without their lights on, making it hard to see them before it was too late.

Is it illegal to drive without your headlights on during rain and fog in Michigan?

Yes! The state law in Michigan stipulates several times and scenarios in which you must use headlights.

The most obvious is within 30 minutes of dusk and dawn each day. The other variables include that headlights must be turned on when it is snowing, raining, sleeting, or hailing.

And also that headlights are required when you cannot see at least 500 feet ahead of you, which is also the case during thick fog like we saw the other day.
