The government shutdown won't affect your tax refunds.

The IRS is recalling about 46,000 furloughed employees. They will be handling your taxes and refunds, working without pay. (NPR)

The IRS will make sure that refunds do go out throughout the shutdown. However, they will not be performing audits. And as tempting as it may sound to cheat on your taxes (considering the circumstances and situation), we highly recommend you don't do that.
